State Unitary Enterprise "Center for Pricing in Construction" was established by the decision of the Government of the Republic of Tajikistan from October 1, 2009, 4554 and operates on a enterprise basis. The founder of the enterprise is the Committee on Architecture and Construction under the Government of the Republic of Tajikistan

The company consists of 2 departments and 4 sectors:
- department of price monitoring for construction products, information technology and software;
- diagnostic and analytical department;
- marketing department;
- general sector and staff;
- financial and economic sector;
- the sector of innovative technologies in construction and implementation of new expenditure standards.

In accordance with the Work Plan for the development of regulatory and technical documentation for 2020, the company was obliged to develop 6 types of documents, including 2 regulatory documents, a Collection and Quarterly bulletin of the weighted average estimate, development of current indexes for the recalculation of construction works. Estimates, documents make changes and additions to the budgeting program "Grand-smeta" of the Russian Federation.
The process of implementing the work in accordance with the work plan for the development of technical documents is as follows:
In accordance with the requirements of the "Regulation on monitoring current prices for material resources in construction", approved by the order of the Committee for Architecture and Construction under the Government of the Republic of Tajikistan No. 98 / f of October 10, 2017, prices for construction materials were monitored, and 1st , 2nd , 3rd , and 4th editions of “Quarterly collection of estimated prices for fixed assets” and “Quarterly pricing newsletter in construction” were prepared. Three hard and electronic copies were duly deposited with the Committee for archiving.

Work has been completed on the development of the document “Amendments and additions to the regulatory document “Elemental estimate norms for construction works and special construction” (EEN RT-2007) (3rd edition), which is under approval. In accordance with the established procedure, before the state registration of the document in the Ministry of Justice of the Republic of Tajikistan, the draft document was approved with 24 ministries, departments, design organizations and customers and reviewed by the Interdepartmental Tariff Commission from December 25 2020. Earlier, this document was supplemented taking into account the proposals of 19 project institutes and national organizations and departments. The document is currently undergoing state Approval and registration.
The document "Handbook of relative indicators of cost estimates for similar buildings and structures" was developed jointly with other design organizations and the State Expertise Department and was reviewed by the Interdepartmental Pricing Commission on 25.09.2020. Taking into account the proposals of the commission members, the document was finalized and reviewed at the meeting of the Interdepartmental Commission on Pricing from December 25, 2020 and was recommended for publication.

Regarding the implementation of regulatory documents developed and approved in the automated program "Grand-smeta" and "Stroyinfo" of the Russian Federation, we inform you that the procedure for making changes and additions to the regulatory framework of the Republic of Tajikistan, which is the basis of the program "Grand-smeta" of the Russian Federation and is carried out only after the state registration in the Ministry of Justice of the Republic of Tajikistan and the official publication of changes and additions to the normative documents (first quarter of 2021).

The current indexes for the recalculation of the cost of construction works, repair, installation and commissioning works by type of еlemental estimate norms were developed in relation to unit prices in 2007 (UP RT-2009) for quarters 1,2,3 and 4 were developed and submitted to the subject of the construction industry in accordance with the established procedure.

The guiding document of the system of normative documents for construction of the Republic of Tajikistan (GDS RT 81-236-2020) "Methodological guide for estimating concrete by composition, technology of its production and use" was developed and approved at the meeting of the interdepartmental commission for the pricing at the Committee dated July 2, 2020 and by the order of the Chairman of the Committee No. 83 dated July 23, 2020. In this direction, the company agreed on a sample of quotations for a concrete mortar meter in the conditions of concrete production plants capable of 30m3, taking into account the average cost of construction materials, machines, mechanisms and the average salary of construction industry workers for the third quarter of 2020, and provided the Antimonopoly service under the Government of the Republic of Tajikistan as an example for construction organizations and institutions.

In order to fulfill the requirements of the relevant paragraphs of the Resolutions of the Board of the Committee for Architecture and Construction under the Government of the Republic of Tajikistan from January 9, 2020, №138 / 2020, from April 15, 2020, №139 / 2020, from July 10, 2020 under №141 / 2020 and from On October 9, 2020, №143/2020, the following works were completed by the specialists of the Enterprise on improvement of urban planning norms and rules and improvement of the existing pricing system in the field of construction:

- The process of determining the price of construction materials in the central markets of Dushanbe, Hissar, Khujand, Kulobb, Khorug and Bokhtar was carried out on the basis of the requirements of regulatory documents, the price of construction materials was objectively determined and presented in the industry.
- In order to support domestic manufacturers and organizations and to include the list and price of materials of domestic production in the "Average price of fixed assets" in the reporting period, cooperation was established with 39 enterprises and organizations that produce construction materials. The company is gradually increasing the list of organizations and enterprises that produce construction materials in the section "Average price of fixed assets" and in connection with the state policy to expand the production of domestic and import-substituting materials, it pays priority attention to the promotion of domestic construction materials.
- About improvement of standards, prices and improvement of the existing pricing system, the enterprises for the reporting period develop separate standards of the cost estimate for (EEN RT 81-01-2020) Drilling works of horizontal mine with the diameter of 2500 mm in permanent water intakes of units №1-6 “Rogun HPP, using the mechanism of“ Raise Boring Machine ”brand in the soils of group 7-8” (EEN RT 81-02-2020) for grinding and polishing of marble stones using the devices of “MeiSHi” and “Meis stone” brands, developed and put into operation. Also, to perform work in limited and difficult conditions during the construction of the Rogun HPP (collectors 1,2,3), on the basis of the order of the Supervisory Board of JSC "Rogun HPP", it is recommended to increase the labor intensity standard by 1.3 times. The proposals of domestic design companies and research institutes were also taken into account, and the company's specialists made the necessary changes to the norms of the cost element for construction work and special construction.
- In order to implement the "State Program on Export and Import Substitution of the Republic of Tajikistan for 2016-2020", cooperation has been established between domestic producers to strengthen import-substituting production and export development. In order to increase the competitiveness of domestic production, the company has been working since the beginning of 2020 to reduce the volume of imports of foreign construction materials to the Republic of Tajikistan, increase the competitiveness of domestic production names and prices for cement, asphalt concrete, concrete, paints, structures, paints, polyethylene structures, bricks, slate, stone, marble, plastic doors and windows, technological equipment, including: technological equipment of the school (desks, chairs, boards, cabinets, etc. d.), equipment for gyms, schools canteens in “the package of fixed construction of Collection of estimated prices” 1, 2, 3 and 4 editions in 2020.
In 2020, 4 meetings of the interdepartmental commission on pricing in the construction industry were held on March 18, July 02, September 25 and December 25 this year and considered the following 16 issues:
1. Consideration of the cost of working hours of construction workers for the second quarter of 2020.
2. Consideration of the issue of making additions to the document “Classifier” of construction materials.
3. Consideration of the project of a separate standards of the cost estimate for (EEN RT 81-01-2020) Drilling works of horizontal mine with the diameter of 2500 mm in permanent water intakes of units №1-6 “Rogun HPP, using the mechanism of “Raise Boring Machine ”brand in the soils of group 7-8” (EEN RT 81-02-2020)”
4. Consideration of the introduction of a new coding of construction resources, the use of machinery and building materials in elemental estimate norms (EEN RT-2007) and unit prices (UP RT-2009).
5. Calculation of the price of construction workers working hours for the third quarter of 2020.
6. Consideration of the draft document "Methodological guide for estimating concrete by composition, technology of its production and use".
7. Consideration of the draft document "The procedure for the formation and implementation of the republican register of estimated standards".
8. Calculation of the price of construction workers working hours for the fourth quarter of 2020.
9. Consideration of the Handbook of " relative indicators of cost estimates for similar buildings and structures"
10. Consideration of the project " Basic collection of basic prices for engineering-geological and engineering-environmental surveys in construction (BCBPen-2019)".

11. Consideration of the project " collection of basic prices for inspection of the technical condition of buildings and structures (CBPi-2019)".
12. Consideration of a computer program for calculating the estimate of design and survey work (DSW) in construction (based on the basic standards of the Republic of Tajikistan) “CP of Estimate- DSW -RT)
13. Calculation of the price of construction workers working hours for the first quarter of 2021.
14. Amendments and additions to the regulatory document “Elemental estimate norms for construction works and special construction” (EEN RT-2007) (3rd edition)
15. Re-examination of the Handbook of “relative indicators of cost estimates for similar buildings and structures”.
16. Consideration of the use of the document “Basic prices for work on the repair of power equipment, adequate to the conditions of the functioning of the competitive market of services for the repair and technical re-equipment. Part 4 Base prices for repair works of hydraulic turbines and hydro generators" on the assessment of the performance of equipment repair work at the Rogun HPP facility.
To support the social policy of the Government of the Republic of Tajikistan and to implement the order of the Chairman of the Committee, on the eve of the New Year holidays, National Army Day, Mother's Day, international Navruz, Edi Kurbon, Construction Worker's professional holiday and State Independence Day, financial and material assistance was provided to employees of enterprises and preschool institutions of kindergarten No. 26 for children with disabilities and the publication of the city of Khujand.
During the reporting period, the Collective Agreement of the Company for 2021-2023 was re-drafted and registered in the Department of the Agency for Labor and Employment of Shohmansur district under №64 from December 22, 2020. Also, the shipping invoice of the Company was agreed with the Antimonopoly Service under the Government of the Republic of Tajikistan in the amount of 158%.
- in order to implement the Decree of the President of the Republic of Tajikistan dated January 2, 2019 No. 1170 on declaring 2019-2021 the "Year of Rural Development, Tourism and Folk Crafts", to prepare for the 30th anniversary of the state independence of the Republic of Tajikistan, to complete at a high level creative and welfare works in the villages, at the expense of the company's income, the construction of toilet facilities, baths (showers) and storage facilities for 32 farms on Somonien Street in the A. Jomi district and put them into operation. Also, weekly landscaping works are organized around the administrative building and at the state institution of "difficult children".
- Explanatory work was undertaken on the introduction of a new encryption system for building materials, machines and mechanisms and is one of the topics discussed at the consultative and training seminar held on October 26-27 this year in Dushanbe with the participation of 45 specialists (representatives of 30 enterprises and organizations). Also during the seminar, training was conducted on the work of the Grand-smeta and the participants were awarded certificates.
- To establish standards, prices and improve the existing pricing system, the company developed and implemented 2 norms of separate regulatory legal acts based on the proposals of domestic enterprises and design institutes on the norms of procurement activities and made the necessary changes to construction work and special construction. By 2020, in connection with the implementation of the subscription campaign for 2021, was subscribed to 13 industry and national newspapers and magazines.
In 2020, the company sent timely responses to the solution of pricing issues and expense estimates for the construction of strategic facilities of the Rogun HPP to more than 50 official requests. Also, the instructions of the Supervisory Board of JSC “Rogun HPP " and the republican headquarters for the commissioning of the Rogun HPP were resolved in a timely manner, and consistent pricing issues were considered.
Also, on the basis of the documents of the “classifier of building materials” and “classifier of construction machinery and mechanisms”, the import of new construction materials, machines and mechanisms were combined in the collections of “Elemental estimate norms for construction works and special construction” (EEN RT-2007) and unit prices (UP RT-2009). To implement the new decryption in the automated program, specialists of Grand-smeta of the Russian Federation, who simultaneously made changes to the collections for the exchange of codes, were involved.
Currently, the main activities of the Company's specialists are aimed at improving the existing system of pricing and estimating norm, and work is underway on reliable methods to determine the cost of construction of buildings and structures.
