The Department of Science and Regulatory Regulation in Construction of the central office of the Committee on Architecture and Construction under the Government of the Republic of Tajikistan (hereinafter referred to as the Department) is guided in its activities by the Constitution of the Republic of Tajikistan, international legal acts recognized by Tajikistan, constitutional laws, codes, laws of the Republic of Tajikistan, orders and decrees of the President of the Republic of Tajikistan, resolutions and orders of the Government of the Republic of Tajikistan, decisions of the board of the Committee, as well as the Regulations of the Department of Science and Regulatory Regulation in Construction. The Department operates under the leadership of the Chairman of the Committee on Architecture and Construction under the Government of the Republic of Tajikistan and his Deputy.

The Department is headed by the Head of the Department, who is appointed and dismissed to this position in accordance with the legislation of the civil service and other relevant regulatory legal acts. The Office cooperates with the organizations of the Committee system and other organizations in its activities on issues within its competence. The department consists of a chief, chief specialists, leading specialists and a specialist.

Management Tasks:
- ensuring the implementation of instructions, instructions, orders and decrees of the President of the Republic of Tajikistan and resolutions of the Government of the Republic of Tajikistan;
- ensuring compliance with the legal acts of the Republic of Tajikistan regulating legal relations related to urban development activities;
- information and analytical support related to the activities of the Committee;
- ensuring the organizational, legal and material-technical activities of the Committee;
- ensuring the implementation of relevant plans, programmes and concepts;
- development and approval of draft relevant legal acts;
- consideration of letters and requests of legal entities, written and oral statements and complaints of individuals;
- ensuring timely implementation of the Committee's management's instructions;
- participation in the development of state targeted programs and the development of affordable housing; - participation in the work of commissions, working groups, meetings, seminars and other republican events. Management Functions: In order to perform the specified tasks, the Management has the following functions: - organization of the development of draft legal acts for the authorized state body in the field of architecture and urban planning;
- preparation of scientific and normative-technical reports and reports to the head of the authorized state body in the field of architecture and urban planning for presentation at meetings of the board of the Committee and other meetings and events;
- participation in the development and submission of drafts of relevant laws and regulations;
- organization of documentation, official registration of acts, as well as the transfer of instructions and instructions to the head of the authorized state body in the field of architecture and urban planning to performers and responsible officials in accordance with the established procedure, control over their execution;
- development and submission to the head of the authorized state body in the field of architecture and urban planning for approval of quarterly work plans (activities) of the Department in accordance with the established procedure;
- quarterly analysis and synthesis of management indicators in the relevant industry;
- assistance in organizing and conducting relevant industry events;
- preparation and provision of information and reports to a higher authority;
- receiving and evaluating quarterly reports on the activities of organizations of the Committee system;
- control over the observance of labor discipline in the Management.

The construction industry is one of the labor-intensive branches of urban planning and requires significant energy and material costs. During the construction of buildings and structures, a large amount of natural resources is consumed, including inert materials, timber, and metal. Also, the operation of buildings and structures requires a large amount of energy. Therefore, the quality of building materials and the construction process are always subject to state technical regulation. Such regulation is carried out on the basis of systems of regulatory documents in construction, which mainly consists of building codes and regulations and state standards.

After the collapse of the Soviet Union, the Republic of Tajikistan, like other CIS countries, supported a unified system of preservation of regulatory documents in construction, as a basis for cooperation in the architectural and construction industries. Since 2004, the development of a national system of regulatory and technical documentation in the construction industry has begun. National regulatory documents are adapted to the complex engineering and geological conditions of our republic and the high seismicity of the region, as well as to the climate conditions of Tajikistan, and establish criteria for the safety and reliability of buildings and structures.

According to the list of current norms of the Republic of Tajikistan, there are more than 1670 different norms in the construction industry that regulate this industry. From this number, the authorized state body in the architectural and urban planning industry in 2004-2018 developed and published more than 460 different regulatory documents. Regulatory documents, taking into account the current requirements, are published in Tajik and Russian. Also, in order to create a unified construction terminology, urban planning norms and rules "Construction Terminology"have been developed and presented to users.

Since more than 93% of the territory of the Republic of Tajikistan is occupied by mountains, it is at risk of earthquakes, rockfalls, landslides, mudflows. In total, 26% of the population of the republic live in cities, the remaining 74% live in rural areas and new standards are being developed to create the necessary conditions for their safe living. With the beginning of construction of various important state facilities, including hydraulic structures, roads, tunnels and bridges, residential, cultural and household buildings, the development of urban planning norms and rules is organized taking into account national requirements.

The development of the scientific and technical process and innovative activities in construction is ensured by improving the quality of building materials, improving the operational characteristics of buildings and structures, safety, aesthetic design, comfort of operation, transformation of the architectural and construction environment and its subsequent development, which should correspond to the modern social achievements of developed countries.
