STATE UNITARY ENTERPRISE «RESEARCH INSTITUTE «CONSTRUCTION AND ARCHITECTURE» OF THE COMMITTEE FOR ARCHITECTURE AND CONSTRUCTION UNDER THE GOVERNMENT OF THE REPUBLIC OF TAJIKISTAN
The State Unitary Enterprise «Research Institute «Construction and Architecture» (SUE «NIISA»), based on the right to conduct its own business, was established in accordance with the Decree of the Government of the Republic of Tajikistan dated July 4, 2006. for No. 311.
The founder is the Committee for Architecture and Construction under the Government of the Republic of Tajikistan.
The enterprise was created in order to meet public needs in the results of its activities, including the implementation and coordination of state target programs approved by the Government of the Republic of Tajikistan, programs of fundamental and applied research, design, experimental design and technological work in the field of construction, integration of science, practice and education, international scientific and technical cooperation.
Main direction of activities:
- development of projects for buildings, structures and development, as well as projects for their reconstruction;
- experimental design and technological work;
- theory of calculation of buildings and structures; reliability of building structures and buildings; computer modeling and software;
- modern problems of architecture and urban planning; reconstruction and renovation of buildings;
- development of building codes, state standards and other normative and technical documents;
- analysis of modern effective economic methods of working in the market; improvement of methods of rationing in construction;
- development of new types of building materials, modern technologies, taking into account the effective use of natural deposits of raw materials;
- technologies of non-traditional renewable energy sources; creation of energy-saving systems for transportation, distribution and consumption of heat and electricity;
- improvement and increase in the efficiency of engineering networks and structures in populated areas;
- effective methods, technologies and technical means of inspection, control and testing of building materials and structures;
- problems of creating a favorable human environment;
- ecology and rational nature management;
- conducting advanced training of workers in the urban planning industry;
- development of a construction organization project (COP);
- development of a work production project (WPP);
- development of technological maps of the construction process;
- energy audit;
- performance of the function of technical supervision in construction;
- development of computer programs for construction activities;
- technical inspection of the condition of buildings and structures;
-translation of technical documents in Tajik, Russian and English.
The institute employs scientists, qualified employees and talented young professionals.
The Institute, having studied the modern processes of science and technology, urban planning, design and construction, and depending on their priority areas, draws up a list of research projects and, in accordance with the work plans of the Committee for Architecture and Construction under the Government of the Republic of Tajikistan, organizes their implementation.
The size and volume of construction products and the processes of their production are constantly under the jurisdiction of state technical regulation. Such regulation is implemented on the basis of a system of regulatory documents and covers state building standards for materials and raw materials.
The institute is developing normative and technical documentation in the field of urban planning. Development of building codes and regulations and other regulatory documents, as well as guidelines are carried out in accordance with the requirements of the Town Planning Code of the Republic of Tajikistan, the Law of the Republic of Tajikistan "On Standardization", the Law of the Republic of Tajikistan "On Normative Legal Acts" and the Law of the Republic of Tajikistan "On the State Language of the Republic of Tajikistan ".
Experienced industry specialists, research and design institutes, scientists and teachers of higher educational institutions of the country, representatives of ministries and departments are involved in the development of regulatory and technical documents for the construction industry of the Republic of Tajikistan.
In order to improve the quality of development of normative and technical documents, the institute regularly holds seminars - meetings.
One of the effective directions of the Institute's activities is the development of projects for the construction of objects for various purposes, including residential buildings with low and high storeys, preschool institutions, schools, health care institutions, administrative, industrial and commercial buildings.
The specialists of the institute, actively participating in republican and city design competitions, presented the following developed projects: National Library, Great Republican Mosque, National Theater, School for gifted children in Dushanbe, Complex of preschool education institutions "Mehri modar" for 1200 places", secondary school for 1500 students, International Exhibition Center in Dushanbe, etc.
It should be noted that the design department is equipped with modern programs such as AUTOCAD, ARKHIKAD, LUMION, Atlantis, Photoshop, calculation programs "Lira", Grand Smeta, Hector-Designer, ABC, etc.
For the implementation of the "Program of innovative development of the Republic of Tajikistan for 2011-2020", in order to increase labor productivity in the construction industry, the institute has developed and implemented a special computer program, such as computer programs "Itilooti shaursozi" and "Istiloti shaursozi".
Information system "Itilooti shaursozi"
The information system "Ittilooti shaursozi" has combined in one computer program the normative, technical and legal information necessary for specialists of design, construction, repair or installation organizations, supervision and licensing authorities. The program is an electronic library including: GOST, MQS JT, SNiP, SP, RDS, SN, RSN, RD, manuals, guidelines, orders, letters and other documents in the field of urban planning.
IS "Itilooti shaursozi" is recommended for use by the Scientific and Technical Council of the Agency for Construction and Architecture under the Government of the Republic of Tajikistan (now the Committee for Architecture and Construction under the Government of the Republic of Tajikistan), protocol No. 2 dated 05.08.2013.
Computer program "Istilooti shaursozi"
The computer program " Istilooti shaursozi" is a branch dictionary and is used in the process of office work in the state language.
The content of the program complies with МҚС ҶТ 10-04-2007 "Istilooti shaursoz" and other valid literatures.
Since 2014, the institute has organized ongoing training courses. For this purpose, a corresponding permit was obtained from the Ministry of Education and Science of the Republic of Tajikistan. Specialists in the architecture and construction industry are trained in 14 areas.
A laboratory “Building materials, products and structures” was created at the institute.
Laboratory "Building materials, products and structures" SUE "NIISA" meets the requirements of the national certification system of the Republic of Tajikistan for testing laboratories in accordance with GOST ISO / IEC 17025-2009. This laboratory is accredited and registered in the state register of the national certification system of the Republic of Tajikistan.
Laboratory "Building materials, products and structures" provides services for testing the following types of materials and construction work:
- Wall materials (bricks and stones);
- Aggregates for concrete (sand, gravel and crushed stone);
- Water;
- Mineral binders;
- Concrete and concrete mixes;
- Building solutions;
- Asbestos-cement materials;
- Road materials;
- Heat-insulating, sound-insulating and sound-absorbing materials;
- Decorative and finishing materials;
- Glass and glass materials;
- Roofing, waterproofing and sealing materials and products;
- Foundation and foundations of buildings and structures;
- Concrete and reinforced concrete products;
- Metallic and composite materials;
- Energy saving in buildings and structures and energy efficiency.
Based on the permission of the Ministry of Culture of the Republic of Tajikistan, the company has organized printing activities.
For fruitful work and industry achievements, the Institute in 2010 was recognized as the winner of the fifth international competition organized by the International Council for Cooperation in the Construction of the CIS Member States and was awarded a diploma. Along with this, the specialists of the institute have industry awards and certificates.
